You can't let your daughter(s) run around with their heads uncovered until their 12,13 or 14 and then ask them to cover up willingly. Just like anything else, it's a learned behavior so it's best to start them out young- and it's most certainly not restricting... why does anyone out on the street NEED to see her hair anyway???
